Hays CISD Proposes $968.65 Million Bond to Keep Up With Rapid Growth

Hays CISD is experiencing unprecedented growth, and to keep up with the increasing student population, the district is proposing its largest bond package yet—$968.65 million across five propositions. With home construction doubling from 1,800 to 3,500 new homes per year, district officials say these investments are necessary to maintain quality education, improve facilities, and enhance student opportunities.

Here’s what’s in the bond and how it could shape the future of Hays CISD schools.

Breaking Down the 2025 Bond Proposals

Voters in Hays CISD will have the opportunity to vote on five separate propositions. District officials emphasize that this bond will NOT raise the tax rate and falls within Hays CISD’s $1.4 billion bond capacity.

📌 Proposition A: New Schools & Facility Upgrades

  • New High School (#4) – Opening in 2029 with a 2,800-student capacity
  • Expansions & renovations across existing campuses to handle enrollment growth
  • Safety & security upgrades
  • Fine arts and athletics improvements

🏫 Why It Matters: A new high school is critical as current schools approach capacity. Johnson High School, which opened in 2019, was the last high school built, and demand has only increased since then.

📌 Proposition B: New High School Stadium Expansion

  • Expands the stadium at the new high school to seat at least 1,000 spectators
  • Creates a second shared varsity stadium, reducing strain on Bob Shelton Stadium (built in 1969)

🏟 Why It Matters: More seating and a second shared stadium allow more schools to host events, keeping pace with the district’s athletic and extracurricular growth.

📌 Proposition C: Multipurpose Activity Centers (MPACs)

  • Four covered & lighted pavilions—one for each high school
  • Provides much-needed relief for outdoor band, athletics, and educational activities
  • Lowers outdoor temperatures by 20-30 degrees for safer, more flexible practice times

🎶 Why It Matters: MPACs were on the 2023 bond but failed, partially due to cost. The new proposal adds an additional pavilion while lowering costs, making it more voter-friendly.

📌 Proposition D: Classroom Technology & Infrastructure

  • $16.2 million for new laptops, phone systems, and classroom technology
  • Supports day-to-day instruction and digital learning
  • Funds a 10-year tech replacement plan as devices age out
