Kyle residents are preparing for changes to their utility bills after the City Council approved the fiscal year 2025-26 budget, which includes substantial water and wastewater rate increases. The new rates go into effect October 1, 2025, and the impact will vary depending on whether you live inside or outside Kyle city limits.

What’s Changing

The approved $603.6 million budget includes funding for essential infrastructure projects, but one of the biggest takeaways for homeowners is the adjustment to water and wastewater bills.

  • Residents inside Kyle city limits will see an average utility bill increase of $18.07 per month, or about 15%.
     
    • Water rates: up 20% (about $15.35 increase)
       
    • Wastewater rates: up 6% (about $2.72 increase)
       
  • Residents living in Kyle’s ETJ (extraterritorial jurisdiction) will see much higher increases—about $93.84 more per month, or a 56% jump.
     
    • Water rates: up 77% (about $71.27 increase)
       
    • Wastewater rates: up 30% (about $22.57 increase)

According to a study by Raftelis, a utility consultant, the current revenue levels were not enough to sustain safe and reliable service long term, prompting the city to make these adjustments.

Why It Matters for Kyle Homeowners

For homeowners, especially those budgeting for rising property taxes and insurance costs, higher utility bills add another layer of expense. It’s particularly important for buyers and sellers in Kyle to be aware of these changes, as monthly utility costs can directly affect affordability.

Rachel Sonnier, spokesperson for the city, noted that about 15.6% of Kyle’s water customers live outside the city limits, which explains why the impact isn’t evenly distributed. Areas like the Anthem development and Amberwood subdivision may also see differences depending on their water provider.

Beyond Utilities: Other Budget Highlights

The new budget also dedicates funding to other critical community needs, including:

  • Nearly $700 million to support water and wastewater initiatives.
     
  • About $359 million for road projects, sidewalks, ADA access, and pavement improvements.

These investments aim to keep pace with Kyle’s rapid growth, while also addressing the long-term sustainability of public services.
