Hays County Emergency Services District No. 9 (ESD 9), which provides EMS coverage in the Kyle area, is considering a property tax increase for the upcoming fiscal year. However, the decision has been postponed following community pushback and an error in the required public notice filing.

What’s on the table?

At an Aug. 13 meeting, ESD 9 commissioners discussed raising the tax rate to $0.06237 per $100 valuation for the 2025–26 fiscal year. This would represent nearly a 24% increase from the current rate of $0.05044.

Commissioners cited rising EMS contract costs, aging ambulances, and medical equipment upgrades as reasons for the proposed hike. District Administrator David Smith emphasized that owning equipment could also help the district move toward independence from San Marcos Hays County EMS (SMHCEMS), the corporation currently providing services.

Why the delay?

The vote was postponed due to technical errors in the public notice—missing hearing details and an incorrect tax code reference. ESD 9 officials acknowledged the mistake and committed to rescheduling the hearing with proper compliance.

The pushback

Community members, union representatives, and local leaders voiced concerns about the proposal. Some argued that the increase would create unnecessary financial strain without clear service improvements. Others questioned whether the move to separate from SMHCEMS was motivated by union organizing rather than community needs.

San Marcos City Council member Alyssa Garza noted that the proposed increase could cost residents significantly while duplicating services already provided effectively by SMHCEMS. San Marcos CISD trustee Miguel Arredondo suggested the changes could jeopardize union jobs and undermine a system that has served the region well for decades.

If approved, the tax rate increase could raise annual property tax bills for Kyle residents. While the proposed rate is still below the level that would require a voter election, the decision reflects ongoing changes in how EMS services are structured in Hays County.
